The United States Department of State provides essential health coverage for Department-sponsored and funded Exchange Participants in a variety of exchange-of-persons programs under the Department's Accident and Sickness Program for Exchanges (ASPE).

ASPE is a self-funded program designed to pay the covered medical expenses for eligible Participants enrolled in the program.
